Legal Framework
The Pension Reform Act 2014 is the current primary legislation governing pensions in Nigeria. It derives constitutional authority from Section 173 of the 1999 Constitution on retirement benefits for public officers. The Act operates alongside the National Pension Commission Act, the Pensions Transitional Arrangements Directorate Act, and the Investment and Securities Act 2024 (on pension fund investment). International alignment is with ILO Convention 102 on Social Security minimum standards and the World Bank multi-pillar pension reform framework.
