Legal Framework
The Petroleum Act (now replaced by the Petroleum Industry Act 2021) was the primary petroleum legislation since 1969. The PIA 2021 is the current primary legislation, operating under Section 44(3) of the 1999 Constitution (Federal Government ownership of mineral resources). The PIA aligns with Nigeria's Paris Agreement NDCs, ECOWAS Energy Protocol, the Natural Resource Charter, and international petroleum governance standards from the International Energy Charter.
