BIOSAFETY CONTAINMENT FACILITY GUIDELINES

Guideline · Health

Guidelines prescribe the design, construction, and operation of biosafety containment facilities for biomedical and agricultural research. They target research institutions, laboratories, and biosafety officers to ensure safe handling of pathogens. This prevents accidental releases of dangerous materials.

BIOSAFETY CONTAINMENT FACILITY GUIDELINES

What Is This Policy?

Technical guidelines prescribing the design, construction, operational requirements, and safety protocols for biological containment facilities (BSL-1 to BSL-4) used in biomedical and agricultural research in Nigeria.

Who Does It Target?

Research institutions and university laboratories Pharmaceutical and diagnostic companies National reference laboratories and public health facilities Biosafety officers and laboratory managers

What Does It Aim to Achieve?

Ensure that all biological research and diagnostic work in Nigeria is conducted within appropriately certified containment facilities to prevent accidental release of dangerous pathogens.

Key Features

Biosafety Level Classification: Defines four biosafety levels (BSL-1 to BSL-4) with escalating containment requirements based on pathogen risk. Facility Design Standards: Prescribes physical design requirements including airflow, waste disposal, decontamination, and access control for each BSL. Personnel Training: Requires all personnel working in containment facilities to complete biosafety training appropriate to the BSL level. Incident Reporting: Mandates immediate reporting of any biological incident or breach to the NBMA.

Current Status

Rollout Stage: Active Coverage: All biological research laboratories in Nigeria Beneficiaries: Laboratory workers; public health; environment Funding: Federal Government; research institution budgets

How to Access

Laboratories must be certified at the appropriate biosafety level before commencing work Apply to NBMA for facility certification and periodic inspection Personnel must hold valid biosafety training certificates Application method: Apply for facility certification through the National Biosafety Management Agency (NBMA).

Important Terms

Working with BSL-3 or BSL-4 pathogens without appropriate certification is illegal Annual compliance inspections are mandatory Breaches of containment must be reported immediately

Legal Framework

Issued under the authority of the National Biosafety Management Agency (NABMA) pursuant to the National Biosafety Management Agency Act 2015. Operates alongside the NAFDAC Act for containment of biological agents, the National Health Act 2014, and the Nigeria Centre for Disease Control (NCDC) Act. Aligns with the WHO Laboratory Biosafety Manual (4th Edition), the Cartagena Protocol on Biosafety, and the Biological Weapons Convention.
