Guidelines provide technical standards for collecting and using biometric data in Nigeria. They target technology vendors, government agencies, and financial institutions. This ensures consistent and reliable identity verification across systems.
GUIDELINES ON BIOMETRIC STANDARDS
What Is This Policy?
Detailed technical guidelines translating the Nigeria Biometrics Standards Regulations into operational specifications for agencies and organisations collecting or using biometric data in Nigeria.
Who Does It Target?
Technology vendors developing biometric systems Government agencies deploying biometric programmes Banks and financial institutions using biometric KYC NIMC technical oversight officers
What Does It Aim to Achieve?
Ensure consistent, high-quality biometric data collection across all Nigerian government and regulated private sector programmes, enabling reliable cross-system identity matching.
Key Features
Capture Guidelines: Detailed guidance on biometric data capture including positioning, lighting, and quality control for fingerprints and facial images. Quality Metrics: Defines quality thresholds for biometric samples below which recapture is required. Equipment Certification: List of certified biometric capture devices that meet Nigeria's standards. Integration Testing: Prescribes integration testing requirements before biometric systems go live.
Current Status
Rollout Stage: Active Coverage: All biometric programmes in Nigeria Beneficiaries: Identity system; users of biometric verification services Funding: Federal Government / implementing agency budgets
How to Access
Agencies must use certified equipment listed in the guidelines Quality control procedures must be embedded in all biometric capture workflows Training on biometric capture standards is mandatory for enrolment staff Application method: Obtain guidelines and certified equipment list from NIMC.
Important Terms
Sub-standard biometric capture creates identity matching failures Equipment not on NIMC's certified list may not produce data acceptable for the National Identity Database Guidelines are updated as international standards evolve
