INTERIM GUIDELINES AND STANDARDS FOR INDUSTRIAL EFFLUENT GASEOUS EMISSIONS AND NOISE LIMITATIONS

Guideline · Environment

Guidelines set standards for industrial effluent, gaseous emissions, and noise limits from facilities in Nigeria. They target manufacturing, power generation, and mining industries to control pollution discharges. This protects air quality, water bodies, and communities from environmental and health risks.

What Is This Policy?

These Guidelines set interim numerical standards for the permissible discharge of liquid effluent, gaseous emissions, and noise from industrial facilities in Nigeria, pending the development of sector-specific regulations.

Who Does It Target?

Manufacturing and processing industries generating liquid or gaseous waste Power generation facilities and industrial boiler operators Mining, oil and gas, and petrochemical industrial operations

What Does It Aim to Achieve?

To establish baseline pollution control benchmarks that all industrial operators in Nigeria must meet, protecting air quality, water bodies, and communities from the negative health and environmental effects of industrial pollution.

Key Features

Effluent Discharge Standards: Sets maximum permissible concentrations of pollutants in liquid effluent discharged to drains, rivers, or land Gaseous Emission Limits: Prescribes allowable emissions of particulates, sulphur dioxide, nitrogen oxides, carbon monoxide, and other pollutants Noise Limits: Establishes interim permissible noise levels for industrial facilities in different distance and zone categories Measurement and Reporting: Requires industries to monitor their discharges and emissions and make records available for regulatory inspection Compliance Timelines: Sets out the conditions and timelines under which industries must achieve full compliance with the standards

Current Status

Rollout Stage: Active; enforced by NESREA pending the issuance of sector-specific regulations Coverage: Nationwide; applicable to all industrial facilities Funding: Federal government budget through NESREA

How to Access

Industrial operators must assess their discharges against these standards and implement treatment or abatement measures to achieve compliance. Facility environmental audit or assessment against the prescribed limits Installation of appropriate effluent treatment, emission control, or noise abatement systems Submission of environmental compliance report to NESREA Application method: NESREA headquarters, Abuja, and state environmental enforcement offices

Important Terms

Exceeding prescribed limits without authorisation is an offence that may result in fines and facility closure These are interim standards and may be revised or replaced by sector-specific NESREA regulations

Legal Framework

Issued under the Federal Environmental Protection Agency Act (now superseded by the National Environmental Standards and Regulations Enforcement Agency Establishment Act 2007 — NESREA Act). Draws on the Environmental Impact Assessment Act 1992, the Oil Pipelines Act, and international standards such as WHO air quality guidelines.
