MINERAL OILS SAFETY REGULATIONS
Regulation · Energy
Regulations establish safety standards for the drilling, production, storage, transportation, and handling of mineral oils to prevent accidents and explosions in the petroleum industry. They target oil and gas operators, drilling contractors, storage facility operators, and regulatory bodies. This protects workers, communities, and the environment through mandatory equipment requirements and regular inspections.
What Is This Policy?
Regulations prescribing safety standards for the drilling, production, storage, transportation, and handling of mineral oils, aimed at preventing accidents, blowouts, fires, and explosions in the petroleum industry.
Who Does It Target?
Oil and gas upstream operators and drilling contractors Petroleum storage facility operators Downstream distribution companies Department of Petroleum Resources (now DPR/NUPRC/NMDPRA)
What Does It Aim to Achieve?
To protect workers, host communities, and the environment from the risks inherent in petroleum operations through mandatory safety standards, equipment requirements, emergency planning, and regular inspections.
Key Features
Drilling Safety Standards: Sets requirements for blowout preventers, casing, and well control procedures. Storage Safety: Prescribes tank construction, spacing, bunding, and fire protection standards. Personal Protective Equipment: Mandates PPE requirements for workers in hazardous petroleum environments. Emergency Plans: Requires operators to maintain and test emergency response and oil spill contingency plans. Competence Requirements: Key operational roles must be filled by persons with prescribed qualifications and experience.
Current Status
In force. Administered by the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) across all petroleum upstream and downstream operations in Nigeria.
Operators must submit safety management systems for regulatory review Facilities require safety certificates before commissioning Emergency response plans must be filed with and approved by the relevant regulator Application method: NUPRC (upstream) / NMDPRA (midstream and downstream)
Important Terms
Safety certificates must be renewed periodically Fatalities and major accidents must be reported immediately to the regulator Non-compliance may result in suspension of operations
