Operates alongside the Environmental Impact Assessment Act 1992, the 1999 Constitution Section 20 on environmental obligations, and relevant international environmental conventions ratified by Nigeria. Draws on the Ramsar Convention on Wetlands (as applicable to catchment areas), the National Water Policy, the River Basin Development Authorities Act, and the UN Water guidelines on integrated water resources management.
