NIGERIAN CIVIL AVIATION REGULATIONS (ENVIRONMENTAL PROTECTION)

Regulation · Environment

Regulations address the environmental impact of civil aviation in Nigeria, including aircraft emissions and noise. They target airlines, aircraft manufacturers, and airport operators to enforce certification standards. This minimizes pollution and protects communities from aviation-related harm.

NIGERIAN CIVIL AVIATION REGULATIONS (ENVIRONMENTAL PROTECTION)

What Is This Policy?

Regulations that address the environmental impact of civil aviation in Nigeria, covering aircraft engine emissions, fuel venting, and aircraft noise certification requirements.

Who Does It Target?

Aircraft operators and airlines Aircraft manufacturers and importers Airport operators managing noise-sensitive communities NCAA certification and oversight personnel

What Does It Aim to Achieve?

Minimise the environmental impact of civil aviation through standards on noise, engine emissions, and fuel venting, aligned with ICAO Annex 16 environmental protection standards.

Key Features

Noise Certification: Requires all civil aircraft to hold a valid noise certificate demonstrating compliance with prescribed noise standards. Engine Emissions Standards: Prohibits the operation of aircraft with engines that exceed ICAO-prescribed hydrocarbon, NOx, smoke, and CO emission limits. Fuel Venting Prohibition: Bans the intentional discharge of raw fuel from aircraft. Noise Abatement Procedures: Requires airports to implement noise abatement departure and arrival procedures to protect surrounding communities.

Current Status

Rollout Stage: Active Coverage: All civil aircraft operating in Nigeria Beneficiaries: Communities near airports, environment, public health Funding: Compliance costs borne by operators

How to Access

Aircraft must hold a valid noise certificate Operators must comply with published noise abatement procedures at each aerodrome Application method: Noise certificates are issued by the state of manufacture; recognised by NCAA for registration.

Important Terms

Operation of non-noise-certificated aircraft is prohibited Engine emission standards must be met at recertification Fuel venting violations attract immediate enforcement action

Legal Framework

Issued under the Civil Aviation Act 2006, which empowers the Nigerian Civil Aviation Authority (NCAA) to issue regulations, notices, and orders for the regulation of civil aviation in Nigeria. Implements standards established by the International Civil Aviation Organization (ICAO) and its Annexes to the Convention on International Civil Aviation (Chicago Convention 1944) as ratified by Nigeria. Implements ICAO Annex 16 on Environmental Protection (Aircraft Noise and Engine Emissions). Draws on the National Environmental Standards and Regulations Enforcement Agency Act 2007 and the Paris Agreement on Climate Change.
