Current Status & Implementation
The Petroleum Industry Act is in force and is being implemented, as it has repealed outdated laws and established new institutions for the sector.
Legal Framework
The Petroleum Industry Act 2021 is the primary legislation governing Nigeria's oil and gas sector. It operates under the 1999 Constitution (Second Schedule — mineral resources as Federal Government property), replacing the Petroleum Act 1969, the NNPC Act, and numerous other statutes. The PIA aligns with the Paris Agreement on climate change, Nigeria's Nationally Determined Contributions, and international petroleum fiscal regime standards from the International Monetary Fund and World Bank.
