Legal Framework
The Petroleum Industry Act 2021 is the primary legislation governing Nigeria's petroleum sector. It derives constitutional authority from Section 44(3) of the 1999 Constitution (Federal Government ownership of mineral resources) and replaces the Petroleum Act 1969, the NNPC Act, the Petroleum Profits Tax Act (as modified), and numerous petroleum regulations. It aligns with Nigeria's Paris Agreement commitments, ECOWAS Energy Protocol, and international petroleum industry governance standards from the International Energy Charter.
