Legal Framework
The Federal Polytechnics (Amendment) Decree 1993 is recognized under Section 315 of the 1999 Constitution as an existing law. It amended the Federal Polytechnics Act, operating under the National Board for Technical Education Act framework. The Decree has been superseded in practice by subsequent amendments and the Tertiary Education Trust Fund Act 2011 on financing polytechnics. The National Universities Commission Act defines the polytechnic-university boundary in Nigeria's tertiary education system.
