Important Terms

Term 1- Seed Certification This is the process of verifying that seeds meet strict quality standards before they are sold to farmers. Certification checks for purity, germination rate, disease resistance, and genetic identity. Certified seeds give farmers confidence that what they plant will produce reliable yields. Without certification, farmers risk buying counterfeit or poor‑quality seeds that lead to crop failure. Term 2- Variety Release Variety release is the official approval of a new seed variety for commercial use. Before release, a seed variety undergoes extensive testing for yield performance, adaptability to local conditions, and resistance to pests and diseases. Once approved, it is added to the national seed catalogue, making it available for farmers and seed companies.

Legal Framework

The National Agricultural Seed Council Act is the primary legislation governing the seed industry in Nigeria. It operates alongside the Plant Variety Protection Act, the Fertilizers and Chemicals Act, and the National Agricultural Policy. NASC aligns with the ECOWAS Regional Seed Regulation, the African Seed Access Index (ASAI) standards, the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA), and the International Union for the Protection of New Varieties of Plants (UPOV) Convention.
