Plan · Environment
Policy date: 2022-01-01
A Strategy establishes a national framework for conserving and sustainably utilizing Nigeria's biodiversity resources. It coordinates efforts across government bodies, local communities, and private sector actors. The goal is to integrate conservation into development planning and reverse biodiversity loss by 2030.
What Is This Policy?
The National Biodiversity Strategy and Action Plan (NBSAP) is Nigeria’s national framework for conserving, sustainably using, and equitably sharing biodiversity resources, while integrating biodiversity into national development planning.
Who Does It Target?
The NBSAP targets government agencies (Ministry of Environment, NESREA, Forestry Department), ensuring coordinated biodiversity conservation. It also addresses local communities and indigenous peoples, whose livelihoods depend on biodiversity. Private sector actors in agriculture, forestry, and mining are included to ensure sustainable practices.
What Does It Aim to Achieve?
The NBSAP aims to halt and reverse biodiversity loss by 2030, ensuring ecosystems remain resilient and productive. It seeks to integrate biodiversity into national development, promote sustainable use of natural resources, and protect endangered species and habitats.

Important Terms
Term 1-Biodiversity Biodiversity refers to the variety of life on Earth, plants, animals, microorganisms, and ecosystems. In Nigeria, biodiversity includes tropical forests, savannahs, wetlands, and coastal ecosystems that provide food, medicine, water, and cultural heritage. Term 2- Kunming Montreal Global Biodiversity Framework (GBF) This is the global agreement adopted in 2022 under the UN Convention on Biological Diversity (CBD). It sets ambitious targets to halt biodiversity loss by 2030, including protecting 30% of land and sea areas, restoring degraded ecosystems, and ensuring fair benefit-sharing. Nigeria’s NBSAP aligns with this framework, making its national goals part of a global effort.
