NATIONAL ENERGY MASTER PLAN
Plan · Energy
Policy date: 2026-02-01
A Plan that outlines activities and timelines for achieving energy development goals across all sub-sectors. It targets energy planners, investors, and government authorities. This guides Nigeria's energy sector through 2030 and beyond.
What Is This Policy?
The National Energy Master Plan (NEMP) is Nigeria's implementation roadmap for the National Energy Policy — providing a detailed set of activities, programmes, timelines, and energy demand/supply projections that guide how Nigeria will achieve its energy development goals across all sub-sectors through to 2030 and beyond.
Who Does It Target?
Energy sector planners, regulators, and implementing agencies across all sub-sectors Private sector investors and developers seeking a long-term framework for energy investment decisions The banking sector, development partners, women's organisations, professional bodies, and research institutions State and Local Government Authorities responsible for sub-national energy planning
What Does It Aim to Achieve?
Provide a detailed 'what, when, where, and how' implementation roadmap for all energy forms and infrastructure deployment in Nigeria Project national energy demand under multiple GDP growth scenarios (7% Reference, 10% High Growth) to guide supply planning Target a renewable energy share in the energy mix of 1.3% (short-term), 8% (medium-term), and 16% by 2030 Ensure the energy sector's contribution to sustainable economic development, poverty reduction, and improved quality of life
Key Features
Energy Demand Modelling: Uses IAEA's MAED (Model for Analysis of Energy Demand) tool with 2000 as base year across three economic scenarios Supply Scenarios: IAEA MESSAGE model used to evaluate energy supply mixes and their economic, environmental, and social impacts Multi-Sub-Sector Coverage: Sub-committees on Oil & Gas, Nuclear, Renewable Energy, Energy Efficiency & Conservation, and Electricity 30:30:30 Vision: Supports the electricity sector target of 30 GW capacity with 30% renewable share by 2030 Implementation Timelines: Each policy chapter in the NEP is matched to specific programmes, projects, and milestones in the NEMP Stakeholder Participation: Developed with National Committee members spanning government MDAs, energy producers, NGOs, banks, academia, and professional bodies
Current Status
Rollout Stage: Active — 2022 revision aligned with NEP 2022, PIA 2021, and Nigeria's updated NDCs Implementing Body: Energy Commission of Nigeria (ECN) as lead coordinator; National Energy Master Plan Committee (NCEM) for oversight Coverage: National, with sub-sector plans for all energy types across all geopolitical zones Review Cycle: Revised whenever the National Energy Policy is updated (2013, 2018, 2021, 2022) Funding: Federal government appropriations and multilateral technical assistance (IAEA, IEA, World Bank)

Legal Framework
The National Energy Master Plan operates under the Energy Commission of Nigeria Act, the National Energy Policy, and the Electricity Act 2023. It aligns with the National Renewable Energy and Energy Efficiency Policy (NREEEP), Nigeria's Nationally Determined Contributions under the Paris Agreement, and the African Energy Commission (AFREC) frameworks on national energy planning. The Gas Flare Commercialisation Programme and the Rural Electrification Agency Act provide complementary enabling frameworks.
