An Act establishes the Nigerian Meteorological Agency as the provider of weather services across the country. It serves the aviation sector, farmers, and disaster management agencies with forecasts and data for safety and planning.
What Is This Policy?
The Nigerian Meteorological Agency (Establishment) Act 2003 (as amended) established NiMet as the statutory provider of meteorological services across Nigeria, covering aviation weather, agricultural weather, climate change monitoring, marine meteorology, and public weather forecasting. NiMet is Nigeria's representative to the World Meteorological Organisation (WMO).
Who Does It Target?
The aviation sector, which is legally required to use NiMet weather forecasts for all flight planning and operations in Nigeria Farmers and the agricultural sector that relies on seasonal forecasts and climate advisories to plan planting, irrigation, and harvest Disaster management agencies (NEMA and SEMAs) that use NiMet data for early warning and emergency response The oil and gas industry, marine sector, and construction industry with operational weather data needs The general public relying on daily weather forecasts for safety and daily planning
What Does It Aim to Achieve?
Provide accurate, timely, and accessible meteorological services that protect lives, property, and the national economy from weather-related hazards Deliver ICAO-standard aviation weather services that ensure safe flight operations in Nigerian airspace Generate agro-meteorological intelligence that helps farmers adapt to climate variability and reduce crop losses Build Nigeria's capacity for climate change monitoring, attribution, and projection to support national adaptation planning
Key Features
ICAO-Mandated Aviation Weather: NiMet operates ICAO Annex 3-compliant meteorological watch offices at all designated Nigerian international airports NiMet Seasonal Prediction: Annual Seasonal Rainfall Prediction (SRP) published each February to guide farmers on expected onset, cessation, and distribution of rainfall Flood Early Warning: NiMet works with Nigeria Hydrological Services Agency (NIHSA) to issue annual flood risk forecasts, which saved thousands of lives in the 2022 flood early warning Climate Change Data: NiMet operates Nigeria's climate monitoring network of over 50 synoptic stations and provides data to IPCC, WMO, and UNFCCC reporting processes Marine Weather Services: Coastal and offshore weather bulletins for the Niger Delta, Gulf of Guinea, and inland waterways Specialised Industry Forecasts: Custom weather products for oil and gas offshore operations, renewable energy projects, and large infrastructure construction
