Legal Framework
The Niger Delta Development Commission (Establishment, etc.) Act 2000 established the NDDC as the primary development agency for the Niger Delta region. It derives constitutional authority from Section 19 of the 1999 Constitution and operates alongside the Petroleum Industry Act 2021 (Host Community Development Fund), the Fiscal Responsibility Act 2007, and the Revenue Mobilisation Allocation and Fiscal Commission Act. The Derivation Principle (13% of petroleum revenue) provides the primary funding mechanism.
